Glossary of acronyms

     
  • QOF: “Quality and Outcomes Framework”. The “evidenced-based” indicator framework for measuring GMS contract practice achievement.
  • QMAS: “Quality Management and Analysis System”. The national IT system supporting practice payments calculation according to QOF achievement.
  • QPID: Quality, Prevalence and Indicator Database. A secondary database operated by the NHS Health and Social Care Information centre (HSCIC) populated by monthly extracts (“snapshots”) of QMAS data.
QMAS is currently the only system collecting primary care data from GP practice systems on a national basis automatically and routinely. Although it is a system designed to support a payments process, the payments concerned are linked to “evidenced based” indicators, including process of care indicators for patients suffering from chronic conditions of the disease categories of the QOF clinical domain. QMAS data is therefore a potentially valuable source of information about the “prevalence” of these diseases, and about those aspects of quality primary care that the contract’s design encourages.

QOF

    The QOF data covers two different areas:
  • Data relating to QOF achievement.
  • Disease prevalence information.
Data relating to QOF achievement falls under four main components known as domains:
  • Clinical Domain
  • Organisational Domain
  • Patient Experience Domain
  • Additional Services Domain.
There are 19 clinical areas under the clinical domain, 17 of which have prevalence data.
The QOF was first implemented in April 2004, so therefore there are three years' worth of data available.

The information published by the NHS Information Centre relates to general practices in England. The publication of 2007/08 QOF information is based on data for the period April 2007 to March 2008.

The data were extracted from the national QMAS system at the end of June 2008 in order to include adjustments agreed between practices and PCTs up to the end of June 2008.

This publication covers two types of data for England: data relating to QOF achievement and disease prevalence information. The 2007/08 QOF publication consists of:

  • a set of spreadsheets of QOF data at England, SHA, PCT and practice level (below) 
  • an online database that allows searches for individual practices, and which presents QOF results graphically (separate resource in the Data section).
  • a statistical bulletin (on the Reports section of this webpage)

Practices are able to except specific patients from data collected to calculate QOF achievement scores within clinical areas.  There are 9 exception criteria; for example, a patient may be excepted if s/he cannot take the medication due to a side-effect or contraindication.  This webpage contains datasets which give the number of exceptions in 200708 at practice level for each clinical indicator for 16 out of the 19 clinical areas in QOF.  There is also a QOF 200708 Exception Report and Q&A document on this webpage.

To report the latest annual QOF points, The Information Centre for health and social care (The IC) has developed this online database to allow patients and public easy access to this useful data that indicates how well their surgery is doing.
